What each council has published, against the quarterly rule

The rule

published quarterly thereafter and on each occasion not later than 1 month after the quarter to which the data and information is applicable

Paragraph 28 sets the amount: each item of expenditure over £500. Paragraph 29 sets the 7 fields each item must carry. The Code is made binding by The Local Government (Transparency Requirements) (England) Regulations 2015 (SI 2015/480), regulation 2(1) .

The Code carries no sanction and no regulator enforces it. A council that has not published is not subject to a penalty under the Code.

Regulation 2(1) excludes a parish council whose gross annual income or expenditure, whichever is the higher, is £6.5 million or less. Parishes and smaller bodies are not scored on this page. Only principal councils, the five classes SD, UA, MD, LB and SC, are scored.

Each count is of councils whose held files stand in that position. None of them is a count of councils that have or have not published, which is not something this site has looked at.

Who is on this page and who is not

Scored: the 317 principal councils, which are shire districts, unitary authorities, metropolitan districts, London boroughs and shire counties.

Not scored: parish councils and other bodies whose gross annual income or expenditure is £6.5 million or less, which regulation 2(1) of the binding instrument excludes from the requirement. Fire authorities, police bodies, combined authorities and other bodies with a page here are listed with the status "Not scored" and are never added to a council count.

A council that publishes everything, or publishes above a threshold below £500, has met paragraph 28 with room to spare. Its threshold is stated in its row and never changes its status.
